App Impact is proud to announce the successful development of a comprehensive centralized procurement platform for the Public Procurement Agency of Bosnia and Herzegovina (BiH) with the support of USAID's E-Governance Activity Project. This innovative information system aims to revolutionize the efficiency and effectiveness of public procurement procedures across the country.

From June 2022 to July 2023, the Public Procurement Agency of BiH, with USAID's support, has been working on fostering an encouraging environment for centralized procurement. This initiative has already shown significant improvements in streamlining public procurement processes.

The newly developed web-based information system offers a suite of functionalities designed to support and manage public procurement processes efficiently. Key features include:

  • User Management Module: Facilitates the management of system users.
  • Items Management: Manages lists of items for centralized procurement. 
  • Procurement Item Management: Organizes lists of procurement items.
  • Needs Expression Management: Oversees the process of expressing procurement needs.
  • Public Procurement Procedure Management: Streamlines the public procurement process.
  • Order and Contract Creation: Generates purchase orders and contracts based on framework agreements.
  • Contract Implementation Management: Monitors contract execution.
  • Comprehensive Reporting: Provides detailed reports on procurement activities.

The system is utilized by various stakeholders, including system administrators, central procurement authorities, contracting authorities, and anonymous users. It is integrated with the public procurement portal (IS e-Procurement) at www.ejn.gov.ba, ensuring synchronized data exchange and publication of procurement notices.

This month, USAID’s E-Governance Activity, and the Public Procurement Agency of BiH collaborated with authorities in Tuzla to implement the new system. This initiative enabled 160 institutions to make centralized purchases, saving time and taxpayer money while enhancing procurement efficiency.
